Hallvard Somerseth was born in Skibotn, Norway 19.March 1948.

He lives in Kongsvinger, Norway, where he was the owner of a veterinary clinic for large and small animals, run by himself and six colleagues from 1981 to 2004. From 2004 until 2009 he was the District Manager of the Norwegian Food Safety Authority in the Area of Kongsvinger.
